CONSULTING SERVICES INCLUDED:
DETERMINE SOLICITATION
NEGOTIATION STRATEGY:
1. Review commercial products and services for appropriate GSA Schedule
Classification.
2. Review product sales contracts for grouping.
3. Review all maintenance, repair, and support contracts for grouping.
4. Create sales groups to be submitted to GSA.
5. Review current commercial price lists and discounting policies.
6. Review all sales terms and conditions offered to each sales group.
7. Review all warranties or guarantees offered to each sales group.
8. Perform a competitive analysis of your pricing, terms, and conditions.
SOLICITATION PROPOSAL PREPARATION and SUBMISSION:
Consultant will prepare all required components in strict accordance with
Federal Acquisition Regulations (FAR) and published GSA regulations and
guidelines. The resulting offer will then be compiled and presented to the
General Services Administration. The six main offer components are:
1. Complete required solicitation and business certifications.
2. Compile representations and disclosures.
3. Compile required commercial and marketing data.
4. Compile related support documentation.
5. Formalize the proposed GSA Schedule Contract Price List.
6. Formalize the proposed terms and conditions and warranty/guarantee to be
offered.
SOLICITATION PROPOSAL CLARIFICATION and UPDATE:
After proposal submission the assigned GSA Contract Officer performs an initial
review of the offer and usually requests clarifications and updates. The request
may be verbal or in writing and always has a deadline for formal response.
Failure to comply with the request, by the deadline, will usually result in
offer rejection. When GSA requires clarifications or updates to the offer,
Consultant will prepare the appropriate documentation and explanation.
Consultant will negotiate, as necessary, with the GSA Contract Officer or
Contract Specialist until full understanding and compliance is achieved. The
clarification and update requirement often focuses on one or more of the
following:
1. Commercial Sales Format document.
2. Financial review and qualifications.
3. Trade Agreement Representative and Trade Agreements Act compliance as
per the FAR.
4. New, changed, or additional governmental requirements.
PROPOSAL NEGOTIATIONS: Negotiations with GSA may be
held in person, over the phone, or in writing. GSA is required to negotiate for
the best prices, terms and conditions it can within regulatory guidelines. GSA
can demand explanations and justifications on any information provided.
Consultant responds to all GSA demands quickly and efficiently ensuring GSA's
understanding and satisfaction.
FINAL PROPOSAL REVISION:
Once negotiations have been completed, Client and GSA have agreed to the
pricing, terms and conditions, and warranty/guarantee, Consultant will prepare,
for Client’s signature the Final Proposal Revision. When GSA accepts the Final
Proposal Revision, it becomes the formal GSA Schedule Contract.
GSA PRICE LIST AND REQUIRED COVERSHEET: A
requirement of keeping the new GSA Schedule Contract is the delivery of GSA
price sheets with GSA Coversheets to the Contract Officer and GSA Library.
GSA ADVANTAGE: A requirement of keeping the new GSA
Schedule Contract is that all products and services must be placed on GSA
Advantage. GSA Advantage is an electronic online shopping and ordering system.
GSA CONTRACT COMPLIANCE AND PROCESSING SALES:
Consultant will provide training and guidance, to management, the sales force
and the administrative staff, on contract compliance.
GSA CONTRACT MARKETING:
Consultant will provide training and guidance, to management and the sales force
in how to market to the Federal Government.
GSA CONTRACT MAINTENANCE: Consultant will perform
all normal required GSA contract maintenance on the new GSA Schedules Contract
until Agreement duration expires.
DURATION: Twelve (12) months from Agreement
Acceptance Date.
TRAVEL EXPENSES: Client is responsible for all
travel expenses and will pre-approve the amount prior to Consultants travel.
Separate billing for pre-approved travel will occur for each trip required.
CONSULTANT’S COMPENSATION AMOUNT:
(Minimum)$15,000.00
TERMS: (Typical Terms Shown) 1/2 upon agreement
execution and 1/8 of remaining balance divided evenly over eight (8) months,
starting the month after agreement acceptance month. Payments are due on
the 25th of each month.
NOTE: The above covers one
GSA contract submission without any modifications after award of Client’s GSA
Multiple Award Schedule Contract. Third party vendors may be added to the
above at an additional fee. (Third party vendors are companies a Client
buys product from to resale under the vendor’s name not the Client's name.)
